(I couldn't resist... :-) The Radius Accelerator uses the 68020. (It was designed before the 68030 was available.) However, this does NOT mean that it won't run System 7.0. You ONLY need an '030 (or '020 w/PMMU) if you intend to use virtual memory, which is but ONE of the features of System 7.0. I believe that many people are under the impression that System 7.0 won't work if they don't have memory management, and that is simply not true. Apple has even said that System 7.0 will run on a plain old SE, so an accelerated '020 SE should also run it, as long as you have enough physical memory installed (2mb minimum?). Note that I am NOT claiming that the Radius Accelerator is System 7.0 compatible (nor am I saying it isn't!!).
