At seemingly random times, our Ultrix systems
(DECsystem 3100, RISC Ultrix 3.0) get into a state
in which it takes minutes to get a login prompt.
Rebooting sometimes remedies this, sometimes
it goes away by itself.

I have also noticed this in MicroVaxII running
Ultrix 3.0.  All systems are internet nodes;
Suns on the same network never exhibit this
trouble.

Anyone have an explanation or workaround?  I am
most interested in the explanation.
