Warren, I believe you are misunderstanding what is really involved. First of all, the phone companies DO NOT provide TDDs or the relay service in ALL states, just a handful. The 4 cent surcharge tax that would be charged nationwide by the phone companies is really a small price to pay for these services. Are you aware that the majority of the HI individuals are living at poverty or below poverty levels??? They could not afford to buy a TDD, so each state would provide the TDDs to each individual providing they have a phone line. I don't see a reverse discrimination in this situation as very very little has ever been provided for the hearing impaired. Our loss is considered the hidden disability and for the first time DHS and VR are providing services for most of them. Of course, it's a very small service compared to those with other disabilities.
