OOps, I guess government centers are not subject to the restrictions of
commercial companies.    The premise there I suppose is that government security centers have "better" security arrangements that commercial companies.
By thesame token, it should be that much easier for LLNL to launch their
staion using Soviet boosters, and to purchase  Soyuz vehicles, cheaper than developing their own.
