In fact, one of the hurdles was (is?) a contract dispute over who has title to the land and who can sell/lease it to CYSA (worth a considerable sum of money). This doesn't seem to impress either greenies of aboriginal activists. What will kill the project, assuming it ever gets past the luddites, is that it is principally a _property development_, not a spaceport. And there is no money for investing in property at the moment.
