Nov 12 00:20 UTC. Quebec node is now reachable.  A routing
problem was found on psp.qc.  It did a recover to correct
the problem.  The psp.qc was unreachable for about 25 minutes.
The affected nodes were Nova Scotia, NewFoundland, Manitoba 
and Saskatoon.
