The correct reference is AI Magazine, 4, 1, 1983.   That paper has been
superceded by the following papers:
IEEE Expert, Vol. 1, No. 3, pp. 23-30, 1986.
Knowledge Engineering Review, 3 (3), 183-211, 1988.
