What's the latest version, and where do I get it? The "new standard" client, IRC II, can be ftp'ed from rvw2.hhs.ri.cmu.edu and cs.bu.edu, among other locations. For those whose systems administrators have still not caught up with RFC 1123 by performing name-to-address resolution automatically, rvw2.hhs.ri.cmu.edu is 128.2.104.65, and cs.bu.edu is 128.197.10.1 (or 128.197.2.1).
