I found a copy of a document called "Draft Standard for The Flexible Image
Transport System (FITS)" that was sritten by NASA SCIENCE DTA SYSTEMS STANDARDS
OFFICE and is dated 15 October 1990.

You can get it via anonymous ftp to nssdca.gsfc.nasa.gov .   It is
in the subdirectory called FITS.  It is there in several formats including
Postscript and TEX.  I got the postscript version and it printed out fine.
