Toby ? :-) A CCITT Recommendation is a document, agreed to by technical experts from Postal, Telegraph, and Telephone Administrations, Recognized Private Operating Agencies, and Scientific and Industrial Organizations around the world, indicating their recommendation on how some aspect of the international telegraph or telephone network should operate. Compliance is voluntary; however, many nations incorporate CCITT recommendations into their national regulations, in which case the provisions become mandatory for use of equipment within that country.
