It is a pre-test because it isn't ready for ordinary use. Redistribution of the pre-test is permitted in a legal sense, but it isn't a good idea. Advising ordinary users to get the pre-test is also not a good idea. Pre-testers should be people who want to investigate bugs, and are willing to throw away the pre-test as soon as the real release comes out. Otherwise, there is a danger that pre-test releases will be propagated, with all their bugs. I deleted emacs.xtar to make sure this doesn't happen now.
