  Has someone implemented the algorithm from the paper
   
	"Color Image Display with a Limited Palette Size", Charles 
	Bouman and Michael Orchard, SPIE Vol. 1199 Visual
	Communications and Image Processing IV, 1989

  The algorithm uses vector quantization to obtain an "optimal"
  color pallette of limited size.  I am very much interested in 
  obtaining the source code for this algorithm.
