there are such compilers on the market, you can install a 286-C-Compiler
on a 386-System and this Compiler generates 16-bit Code. I have tested
this by using SCO-Xenix 286 on a 386sx-System. Early Versions of SCO-386-
Xenix were also shipped with a 16-bit C-Compiler
