If you're going to redesign TCP, make sure you read ALL about it first. It is one of the best sliding-window protocols around, and has undergone more design and implementation engineering than UUCP ever will. Get the TCP-related RFC's (and there are a bunch of them) and perhaps read Comer's internetworking book.
