we tossed this idea around at CITI but got sort of stuck on the
following scenario:

0.  application opens file.
1.  file manager determines there's no local (cached) copy.
2.  file manager fetches copy from afs server.
3.  copy is cached on mac.
4.  mac returns handle for cached file.

we get into trouble at steps 1 and 3 -- the file manager isn't reentrant!

this is no doubt "fixed in system 7."
