Los Nettos has relatively short T1 lines and has had two favorable T1 line 
tariff changes since Los Nettos initially gave cost estimates.  The real
cost to members is quite a bit less.

Current estimates for membership are about $25k for intial equipment and
telco T1 installation plus about $15k per year for line costs.  This means it 
would cost about $40k for the first year.
