} What steps do I take to format a new disk and make it bootable?

Create appropriate device files (depends on:  S300 or S800; HP-IB, SCSI, 
or ...; etc.), attach the disk, and run newfs on it.  newfs defaults to
making a bootable disk, unless the -n option is specified.  See newfs(1m)
in the HP-UX Reference.
