See newfs(1m) | in the HP-UX Reference. As one of my colleagues pointed out to me, I left out an important step. You will need to run mediainit on the disk before running newfs. See mediainit(1) in the HP-UX Reference. You can often find guidelines for the appropriate interleave factor (-i option of mediainit) in /etc/disktab, if the documentation with the disk doesn't give enough information.
