Your problem is not with DOS.  The problem is probably with ANSI.SYS.  At
the time that ANSI.SYS is loaded, it checks the video mode for the number
of lines on the screen (some versions may be hard-coded for 25, I don't
know).  If you remove ANSI.SYS, CLS will work properly.
