Apple and Apple representatives have repeatedly stated that every Mac from 
the Plus on up will be able to run System 7 as long as it's equipped with 
at least 2 Megs of memory.  The only feature that will not be available on 
non-PMMU/030 Macs is virtual memory.  Right now, I'm running 7.0B1 on a 
plain SE w/4 Megs and using personal appleshare to publish a CD-ROM drive 
on the network.  It runs quite nicely, even with people accessing the 
CD-ROM.
