  At least from all indications to date, it appears that Apple still 
intends to open this new ftp site.  However, the last status reports on 
the net (below) indicate that legal matters may still have to be cleared 
up before it opens for business.

  An update regarding this site's status would be welcome ...

a little bird has told me that there will shortly be a new site 
FTP.APPLE.COM online, which will have expanded archives including new 
goodies previously not available for FTP ...

it's basically a problem of getting the lawyers to agree....
