Never mind aobut this question I had....  

I found a workaround.  The problem was that I didn't set the 
constraint resource "resizable" before attempting to reset the 
height of the viewport.

Thanks to john@ctc.contel.com for pointing me in the right direction.

(You were right John, I just *also* needed the above resource...)
