For UK people, you can call BSI in Milton Keynes (0908-221166)
and order document 
    
    BITS 1037   JPEG Technical Specification - Revision 8.

Specify priority delivery -- mine took 48 hours to arrive.


For non-UK people, the title of the document is:

    ISO/IEC JTC1/SC2/WG8    JPEG-8-R8
