In Europe, there is a "videoconferencing network" being run between
the telecommunications authorities. It uses dedicated studios and
2 Mbit/sec leased lines. Does not sound like what you were thinking of.
- no PCs involved.
(I do not know more than "I heard from a friend" - I am sure about the
2 Mbits, though)
