You need a copy of UUCP for MS/DOS. I know of two public domain/shareware ones: UUPC (sic) and FSUUCP, both available easily. There are also program products that are available, but I don't know whose. 2. A UNIX system that will let you dial into and UUCP mail and files. Not that dificult to find, you can ask on the net. If you can't get one for free, UUNET Communications Services will allow you to use their system for $35 a month plus connect charges.
