If you want to put a graphic around the whole page, perhaps you could
past it at the end of the page (or in the footer), set the line widths
to a fixed value (i.e. -18 pts will make every line EXACTLY 18 points
high -- a very useful fact), and then use the "position" command to
move the graphic around on the screen.  This might work.
