Neutral opponents work as follows: 1) They try desperately to hold on to anything they own. 2) Once they occupy a country, even if it's for 1 turn, they consider it theirs. 3) If a fellow neutral is wiped out, the other neutrals inherit the territories and protect them. That's a neutral's basic strategy.
