I installed dvips version 5.398 today and played with the afm2tfm program. Using a small PostScript program I found on the TeX82 tape I pulled the afm for a printer resident font (Courier) from my printer and then translated it using afm2tfm and vptovf. This worked great. Then I downloaded a PostScript outline font (Broadway-Roman) from Bitstream and also pulled out the and translated them to tfm and vf files.
