Everytime I startup CVW, I get a message that WinDebug.386
isn't installed, so Alt-Ctrl-Sys Req won't work.

I've read on-line help, and every manual, and I see no reference to it.
The file is there, but what do I do with it --- is it a device driver??

Add the following line to the [386Enh] section of your system.ini :-

	device=windebug.386

and ensure that windebug.386 is in your <win30>\system directory.

Windebug.386 is a Virtual Device Driver.
