Hmm..  Does this mean that we really ought to have STOP, STOPinput,
STOPbatch, STOPmthreads, etc in $NEWSCTL instead rather than lots of
little stop files scattered about the filesystem ?

H'm  I'm not sure what I'd do with a STOPinput :-)
