Also, the elimination of polar orbit launches from Vandenberg reduced the
number of required contingency sites.  I understand that Harry Stine's
(LEe Corey) novel _Shuttle_Down_ actually caused NASA to fund some 
improvement to the runways at Rapa Nua/Isla du Pasqua/Easter Island ?
