It was done a few times before the Challenger disaster. They haven't yet worked themselves up to it since, and possibly never will. It is a lot more convenient not to have to ferry the orbiter back across the continent, but the Cape's weather is very hard to predict far enough ahead to make the go/no-go decision for reentry safely.
