28-Nov 22:45 UTC. Power has been restored in Montreal. However, Manitoba
                  circuit is still down due to a dameged underground trunk
                  cable at Unitel's central office in Montreal. 
                  This isolates Saskatoon node. Unitel is troubleshooting.
