Your friend should check the tarriffs and see if there's anything that allows the phone company to charge for recovering from a permanent signal, or to disconnect a line when it goes to permanent signal. Also, it would be and interesting (though expensive) exercise to leave a line not associated with a computer (or a sysop) off-hook and see if that line is treated the same. There may be a case of discrimination against BBS operators. edg
