Chris:

	MAIL is having a problem with the quotes in the forward string.
	You've got to (believe it or not) TRIPLE the quotes as follows:

		MAIL> SET FORWARD SMTP%"""user@host.domain"""

	That should work.  Check it with SHOW FORWARD.
