More systems than System V have "getopt()", and not all System V systems have "cftime()", so it's not really a program for "System V", it's a program for System V Release 3.1 and later. Adding an option to use "strftime()" or "cftime()" would make it a program for more systems; "strftime()" is in the ANSI C standard, "cftime()" isn't, so many systems have only "strftime()" (e.g., SunOS 4.1), and I expect future systems to be more likely to have "strftime()" than "cftime()" (although some may have both).
