You've been told wrong. We've got one here running TOPS-10 (aka TENEX) that's slated for replacement within the next couple of years. And I managed a DECSYSTEM-20 running TOPS-20 (aka TWENEX) at the Naval Surface Warfare Center in Dahlgren, VA, (home of the moth logbook).
