I suspect the rules may be different in different countries, so you'll have to check with your local IBM office. Here in Canada, there is a free upgrade from 1.2 to 1.3 available for 4 months. There is a free upgrade to the toolkit also. You have to get a form from IBM Canada, and as far as I know they won't ship automatically. In the US there is a free upgrade for 4 months (I think), from either 1.1 or 1.2. It needs a form signed by your dealer, apparently. By the way, this was announced about the beginning of November and is supposed to be available as of November 30th. I haven't heard of anybody actually getting a copy yet.
