The packet driver does not support running two stacks of the same protocol
(e.g. PC-NFS and NCSA, which are both TCP/IP). Both stacks will have to 
receive broadcast packets, such as ARPs, and one will loose. The packet 
driver is useful for running two different protocols stacks (e.g. TCP/IP
and IPX), where each packet is clearly destined for one or the other.
