One of the stacks will loose long before a broadcast packet. The packet driver decides where to send a packet based on what protocol it is. Only one IP stack (I believe the one loaded last) will get the packets, and it will get both the packets intended for it, and the ones intended for the other stack, which, if you're lucky, it will ignore.
