A couple issues: 

1 - Load order is very important. PC/TCP cannot access an external 
    driver (such as a packet driver or NDIS driver) from within 
    Window. When you are using such a driver, you must load the kernel
    before you load windows. 

2 - Are you using version 7 of the Clarkson packet driver? If not, you
    will have problems with Windows moving code, and calls being lost.
    Version 7 with the -w switch fixes this problem by keeping track of
    where calls come from.

3 - Currently, PC/TCP works only in Real Mode, and you will need to use
    that switch. By the end of the year, we will also be working in 
    Extended Mode, with multiple application usable simultaneously.
