Yes, just:
1. FORMAT a blank disk
2. INSTALL it (CLI command)
3. MAKEDIR s
4. Use ED to create a file s/Startup-Sequence

All further steps depend on what your software needs as further resources.
If you don't know much about Amiga system, this is the hard part.

5. If needed, create subdirectories l, libs, devs, devs/printers,
   devs/keymaps, c, and fill them with the needed files.
