Has the CTB been localized yet?  If so, which languages; if not, will it be
and when?

Also, does anyone know if Apple is planning to add Balloon Help to the CTB 
Tool dialogs?  Balloon Help for these complicated dialogs would greatly
improve the usability of CTB tools, especially for entry-level users.
