Usually under social service guidelines. They look at the dog as being a necessity of life. Not sure what states do or don't, but the amount is generally small. In most cases it would pay for a bag of food a month and two vet visits a year. Also, Canada has something along those lines, national health care for dog guides. I can look into it further if you like.
