I suspect that you can't but thought I would ask. There are two ways to run OS-9 stuff (sort of) on a PC. The first is to purchase a card which typically has a 68000/10/20 on it, which plugs into your PC, and lets you run OS-9 on the card while using the PC's I/O devices. I believe that most of these will support hot-key switching between OS-9 and DOS, running programs concurrently. Two possible sources for these cards are Ultrascience (312-256-0800) and Scorpion Technologies (408-452-0700). Cost is probably in the ~$1000 range. The second way is to purchase OS-9000 for your PC >= 386(sx). OS-9000 is source level compatible with OS-9, provides the same utilities, comes with C compiler and C source-level debugger and editor for $995.
