I have just read what I believe is the first copy in North America
of Doug Steedman's "ASN.1 The Tutorial and Reference"

This may be what you are looking for.  The book gives a very good
overview of ASN.1, the background and possible future standards
in the area. The only small downside I could find is that the book
is a little lean on the Basic Encoding Rules.
