Photoshop does not have JPEG built in, nor does it claim to.  I have a set
of beta software only JPEG plugins for Photoshop, written by C-Cube.  They
are a little buggy, but still work pretty well.

Storm Technology has a NuBus DSP board that comes with a set of JPEG plugins
for Photoshop.  I have seen this demo'ed, and it worked in the demo (of
course)
but can't speak for it's reliability.
