They are indeed very important, and don't involve additional overhead. The type code field is in the Ethernet header. It's important for distinction between different protocols. If you have many different protocols running on the same network, it's essential! You can't debug your net, you can't correctly setup bridge filtering, you are supposed to blow up other protocols on your net, if you use incorrect type codes !!!!!!!!! It's really no bureaucratic! It's very simple and cheap to get a type code registered. Look into the RFC's for the address of the ISO office.
