If by "reliable datagram protocol" you mean a protocol that is transaction-
oriented, preserves record boundaries, has low-overhead association
establishment but includes reliability mechanisms, then I recommend that you
take a peek at XTP and VMTP.  VMTP is written up in a pair of RFCs; XTP was
described in a recent issue of Computer Communication Review.
