SPR's Checkpoint (tm) tool does cost and effort estimation for
several development languages, including C++ and Objective C.  You
can tailor it's input somewhat based on the development steps your
organization takes.

By the way, I'd very much like to get in touch with anyone who uses
Checkpoint to ask some questions and see if it's useful.
